The TIA is a program created by the Texas Legislature as part of House Bill 3 to provide increased compensation for our most effective teachers and to help attract and retain highly effective teachers at traditionally hard-to-staff schools. TIA will help us to identify top teachers here in Rockdale by looking at a variety of measure, including teacher planning, student learning, and classroom observations. When looked at in combination, these measures will help recognize and retain highly effective teachers, some of whom will be eligible for increased compensation. The exact amount available to each teacher is dependent on a formula determined at the state level, which also takes into account the number of students who are economically disadvantaged. Phase 1 data capture during the 2023–2024 school year, focused on the initial group of eligible teachers. The district then expanded implementation during the 2024–2025 school year with Phase 2 data capture, which included additional teachers and measures.
Teacher performance data from these phases was collected and submitted through TEA’s partner, Texas Tech University, as part of the statewide TIA system. Based on this process, TEA provides designation and allotment notifications, with funding issued to eligible teachers according to the state timeline.
As of the 2025–2026 school year, Rockdale ISD is working closely with stakeholders to prepare for reapplication under the updated TIA guidance from TEA, ensuring the district’s local designation system continues to align with state requirements and best practices.
